            Paranubliun-Antique (Legacy-Antique) started out in March 1993 as a result of the cultural research workshop organized by the Antique Federation of Non-government organb izations (AFON), Inc. AFON thought of tapping the local artists to harness Antique’s cultural expressions and to compliment the organizing work of government and non-governmental organizations (NGO).

            However, without a permanent staff to propel the organization all the way through, Paranubliun-Antique remained a concept.

            Thus in January 1994, one Interim board member volunteered to coordinate the work. Two local artists became part time staff with minimal honorarium. There were 3-5 artists who regularly volunteered. Funds were solicited from friends. The board, staff and volunteer workers grappled with the work of establishing a cultural entity- a cooperative of artists, perhaps? Eventually, a non-profit culture and arts NGO was registered in the Securities and Exchange Commission in November 1995. CEBEMO, a Dutch funding agency, contributed to PARANUBLIUN’s three-year program (95-97). Consequently, the part time staff became permanent and salaried employees. Still, Paranubliun continued to tap volunteers as it seek to relate arts and cultural expressions to development.
